Emma Marion Hall, bom at Manadon, and bapt. at Pennycross 29 March 1854; marr. there on Tuesday, 15 January 1878 (by the Rev. Charles Willunson, D.D.), Lieut-Colonel Walter Charles Warner Arbuthnott, R.A. (only son of the Hon^ Walter Arbuthnott of Hatton, CO. Kincardine, by Anna Maria his wife, youngest dau. of Brook Taylor Ottley of Dela- ford, CO. Dublin); born 22 October 1847; entered the Royal Artillery 13 January 1869, served in Afghan War 1880 (medal), retired as Lieut-Colonel 13 May 1892


Walter Charles Warner Arbuthnott

Lt.-Col. Walter Charles Warner Arbuthnott, 13th Viscount Arbuthnott was born on 22 October 1847. He was the son of Hon. Walter Arbuthnott and Anna Maria Ottley. He married Emma Marion Hall Parlby , daughter of Reverend John Hall Parlby , on 15 January 1878. He died on 9 August 1920 at age 72.
Lt.-Col. Walter Charles Warner Arbuthnott, 13th Viscount Arbuthnott fought in the Second Afghan War in 1880. He gained the rank of Lieutenant-Colonel in the service of the Royal Artillery. He succeeded to the title of «i»13th Viscount of Arbuthnott, of co. Kincardine [S., 1641]«/i» on 8 November 1917. He succeeded to the title of «i»13th Lord Inverbervie, of co. Kincardine [S., 1641]«/i» on 8 November 1917.

A young English woman of middle-class privilege, Mary Irene Marryat left behind a sheltered Victorian life in 1896 to journey to Canada in search of purpose and adventure. In the ranching country east of Lacombe, Alberta she met and married Walter Parlby, an Oxford scholar, and settled down to the challenges of pioneer life.
Irene and Walter became actively involved in the cooperative movements, joining the United Farmers of Alberta to improve the lives of farm families. Irene Parlby served as president of the United Farm Women of Alberta for four years (1916-1920), lobbying government for better education and health care in rural areas. When the U.F.A. formed the provincial government in 1921, Mrs. Parlby was named Minister without Portfolio, and for 14 years pushed for reforms in health, education, and the rights of women and children. Mrs. Parlby became famous as one of five Alberta women who launched the petition leading to the Privy Council's 1929 ruling that women are "persons" eligible to sit in the Canadian Senate.
In 1930, Irene Parlby was appointed by Prime Minister R.B. Bennett to represent Canada at the League of Nations. In 1944, she retired to a quiet family life at her homestead on Parlby Lake where she lived until the age of 97 - remembered by Albertans as a champion of farm families and the rights of women.

Born in «u»London «/u», «u»England «/u», Parlby came to Canada in 1896. In 1913, Parlby helped to found the first women's local of the «u»United Farmers of Alberta «/u». In 1921, she was elected to the «u»Alberta «/u» Legislature for the riding of «u»Lacombe «/u», holding the riding for 14 years. Appointed as minister without portfolio, she was the first woman «u»Cabinet minister «/u» in Alberta.
Parlby was one of the «u»Famous Five «/u» or Valiant Five, who by means of a court battle known as the «u»Persons Case «/u» established that women were "qualified Persons" in the meaning of the «u»Constitution of Canada «/u» and therefore entitled to sit in the «u»Senate of Canada «/u».
A lifelong advocate for rural Canadian women and children, Parlby was president of the United Farm Women of Alberta from 1916 to 1919. On behalf of the UFWA, she pushed to improve public «u»health care «/u» services and establish «u»municipal «/u» «u»hospitals «/u» as well as mobile «u»medical «/u» and «u»dental clinics «/u». In 1921 Parlby was elected to the provincial legislature and made a cabinet minister (the second woman in Canada to hold a provincial cabinet post).
She was once quoted saying: "...and what when we die? Should women go back to the state they once belonged to. No, they should rather take arms against it, and fight for acknowledgment, not uniformity." Here she fought for acceptance rather that equality to the male race.
Among other honours, in «u»October 2009 «/u», the Senate voted to name Parlby and the rest of the Five Canada's first "honorary senators."


Marriage Notes for Walter Coventry Hall Parlby and Mary Irene Maryyat

MARRIAGE: Walter was thirty-five years old when he and Irene married.  He was the thirteenth youngest son of the Reverend John Hall Parlby and an Oxford Graduate witha degree in classics.  He arrived in the North-West in 1890 and initially ranched with his brother Edward before establishing his own homestead just north of Edward's on the shores of Parlby Lake, named for the brothers.  Today the lake is a bird santuary on the outskirts of Alix.

Contrary to what some people may think, Parlby Lake in central Alberta is not named after Irene Parlby, one of Alberta's most famous women. According to Historian Merrily Aubrey, the honour rested with the family into which she married.
The name Parlby Lake, near Bashaw, was recorded by the Dominion Land Survey in 1893 and 1894. And it was named for the brothers Edward and Walter Parlby. They were ranchers who settled somewhere nearby some years ago.
The two brothers had emigrated from England, and, according to a popular term of the time, they were called "remittance men."
And remittance men were usually the sons of well-to-do English families. Now often, these sons either had caused some embarrassment in the old country, or were just younger siblings who had a few prospects in the heavily structured society in class-conscious England. Parents would remit them money to help them in their endeavours.
I think both the Parlby brothers were of good character but with few prospects in England. They came to Canada to ranch in the Beaver Lake district. Together they held nearly 1500 acres. Walter, who had been born in 1862, was an Oxford graduate in Classics, so a very well read man.
In 1896, a neighbour of the Parlby's returned from a trip to England and she brought with her a family friend, a young woman by the name of Irene Marriott. Irene also came from an upper-middle-class English family, but at 28 years old and still single, her prospects in the old country were also limited.
Irene and Walter fell in love, and, after a courtship of over a year, they married in November of 1897, and gave birth to Humphrey in March in 1899. Irene Marriott Parlby became one of the Province's and the British Empire's most famous citizens.
